Permit, inspection program soon to be implemented by City

Over the next few weeks the City of Diboll will be implementing a Building Code, Permitting and Inspection program for any new construction, as well as alterations and additions to existing building, including structural, plumbing, mechanical and electrical work. Although the city has enforced building codes in the past, activities are going to a new level on the inspection and permitting process of this type of construction due to increased regulation.

The State of Texas Attorney General's office requires that any city above the population of 5,000 must adopt and enforce building codes. You must obtain a permit, even if you build on your own property. This ensures that minimum building standards are met for your own safety and the safety of future property owners and occupants. One of the determinants in personal property insurance rates within a city is the quality of a city's building inspection and permitting process. During a recent audit by the ISO Building Codes group the City of Diboll received low marks until the city improves upon the permitting process at which point ratings will be adjusted.

The Angelina County Appraisal District relies on monitoring the City of Diboll's permits to more accurately establish property values in the city, however, in the case of getting a demolition permit will actually work to decrease a property owners tax liability because it notifies the Appraisal District that a building is no longer there, therefore allowing for a possible decrease in property taxes.

Property owners or the contractor is responsible for obtaining structural, mechanical, electrical and plumbing permits. To obtain a permit you must complete a permit application at Diboll City Hall or on the city's website at www.cityofdiboll.com. An application must include construction plans and a scale plan of your property. When an actual building permit is issued work can begin. Fees are based upon the dollar valuation of the work. Permits can take from a few minutes to a couple of weeks to process depending on the project so please plan ahead to avoid delays.

For industrial plants a permit is needed when doing a new building or structure or remodel including electrical or plumbing. Regular maintenance or the installation of equipment does not require a permit in an industrial situation.

The City of Diboll is planning to hold a meeting, set for June 26 at 5:30 p.m. at city hall with building contractors and interested property owners to discuss building construction permitting and inspections.
