Grand jury indicts man for criminally negligent homicide
The Angelina County grand jury has indicted a Houston man who caused a fatal accident in Lufkin in July and, the same day, began a multi-vehicle chain reaction crash in Diboll.
Isaac Milstead, 70, was indicted for criminally negligent homicide as a result of his role in the fatal Lufkin crash. Milstead attempted a left turn out of the center lane of U.S. 59 in south Lufkin and struck another vehicle, Lufkin Police Lt. David Young said at the time.
The other vehicle left the road and flipped over while trying to regain the pavement. Two people, a 5-year-old-boy and an elderly woman, were thrown from the vehicle. The woman was killed; the boy suffered a broken arm. Young said the woman was in the back seat, not wearing a seat belt, which is legal. The boy and another child were in car seats but the seats appeared not to have been properly fastened. Officers at the scene reported that Milstead appeared lucid and was able to give a coherent account of his view of the accident.
Three hours later, Milstead, driving the same Ford dually pickup with a rental cartowing dolly attached, drove into Diboll on U.S. 59 at what witnesses said was a high rate of speed and crashed into two vehicles stopped in the southbound lanes for a red light at the Harris-Lumberjack Drive intersection, Diboll Police Chief Kent Havard said. The movements of those vehicles created a chain reaction that eventually involved seven vehicles, including Milstead's.
No skid marks were visible at the scene, indicating Milstead made no effort to stop. He was alone in the truck, Havard said. The chief said the man appeared "confused" after the incident and noted he had suffered a bump on the head in the crash. Emergency personnel at the scene smelled no odor of alcohol and police do not believe alcohol was involved, Havard said.
