Thirty Years Ago This Week That’s Temple’s Beauford Chapman who is in over his head when a section of Neal Pickett Drive caved in because of a broken culvert. Chapman is measuring the culvert for replacement while city crews keep traffic off the street. The 36-inch line, which carries overflow water from the fiberboard pond broke in the early morning causing erosion underneath the paving surface.
